Recently, Deputy Minister of Transport Xu Zuyuan was invited by the Hong Kong SAR Government to attend the first Asian logistics and shipping conference held in Hong Kong and gave a keynote speech.

Xu Zuyuan pointed out that due to the slowdown in the pace of world economic recovery, unbalanced supply and demand of transportation capacity, and rising operating costs, the global shipping industry is generally in a downturn, the market is low, and it will take a long time to get out of the “swamp”. The global industry must enhance confidence, maintain rationality, and work together to share responsibilities and risks. Through a variety of means to ease the imbalance between supply and demand, the competition will focus on improving the quality and level of service, and avoid disorderly competition. The government departments also need to strengthen cooperation and establish a stable development environment through the rational establishment of market rules to jointly maintain the orderly operation of the international shipping market.

While calling on Asian shipping and the logistics industry to strengthen cooperation and help each other, and give full play to the advantages of Asian factors, Xu Zuyuan made three suggestions.

First, persist in opening up and cooperation, and strive to create a new order in the international shipping market. The Ministry of Transport is willing to work together with Asia and the world shipping and logistics industry to jointly create a new order in the international shipping market, continuously expand the convenient, efficient, green, and economical transportation service network, focus on improving the network effect, and promote the full recovery and healthy development of the world economy. .

The Ministry of Transport will continue to base itself on the development of a modern logistics industry, strive to reduce logistics costs, increase the degree of organization, continuously improve logistics efficiency, and strive to promote the full transition of the shipping and logistics industries to the scientific development track.

The third is to insist on mutual benefit and win-win situation, and strive to consolidate and enhance the status of Hong Kong as an international shipping center. The Ministry of Transport will implement the preferential policies for Hong Kong in the framework of CEPA ("China and Hong Kong Closer Economic Partnership Arrangement"), and support Hong Kong's role in logistics cooperation in the Pan-Pearl River Delta region. During his stay in Hong Kong, Xu Zuyuan met with the Hong Kong Secretary of Security Li Shaoguang and the Hong Kong Government Flying Service to exchange views on issues of common concern and reached consensus on strengthening maritime search and rescue cooperation.
