The Central Government sets up a national major scientific instrument development project

The relevant units of the State Council Financial Letter [2011] No. 23:

To implement the National Outline for Medium- and Long-Term Scientific and Technological Development Planning (2006-2020) and the National Twelfth Five-Year Plan for Scientific and Technological Development to improve the independent innovation capability and self-equipment level of China's scientific instruments and equipment. With scientific and technological innovation, service economy and social development, the central government has established special projects for the development of major scientific instruments and equipment (hereinafter referred to as special projects).

In order to organize the 2011 special project organization work and guarantee the project quality, according to the "National Major Scientific Instruments and Equipment Development Special Fund Management Measures (Trial)" (Finance Education [2011] No. 352), the following requirements are proposed for the 2011 annual project organization work. :

I. About Special Support Scope (1) Development of major scientific instruments and equipment based on new principles, new methods and new technologies. Major support has broken new principles, new methods, and new technologies. Through integrated research and application development, we have formed scientific instruments and equipment that can have unique features in the world.

(b) Based on the engineering development of major innovations in scientific instruments (equipment). It mainly supports the engineering technology, industrialization technology, and application development of major scientific instruments and equipment (devices) that have been formed by national science and technology plans (special projects) or other channels and have significant driving and supporting functions for related scientific research, economic development, and people's livelihood improvement.

(III) Development of important general scientific instruments and equipment (including core basic devices). It mainly supports the development and application of general scientific instruments and equipment that can improve the technical level and core competitiveness of China's scientific instrumentation equipment industry, while it has mature products on the market; it supports the development and application of scientific instruments and equipment commonality and core key components.

(d) Development of other important scientific instruments and equipment. It mainly supports the development and application of human scientific instruments and equipment, or the development and application of other important scientific instruments and equipment in key core areas such as the lifeline of the national economy and national security.

Second, on the project organization department and organization requirements (a) special organization department and recommended number of projects. The special implementation will be piloted in advance and steadily pushed forward, initially selecting some central departments (institutions) as pilot project organization departments, and selecting regions with good work foundation and strong demonstration (Zhongguancun, Zhangjiang, Donghu, three countries independent innovation demonstration zones And Jiangsu Province) included special pilot areas. At the same time, special projects adopt limited-item recommendations. details as follows:

The project organization should pay attention to the development and application of scientific instruments and equipment. To study the direction and focus of the development of scientific instruments and equipment in this department and the region, formulate work plans, and organize efforts to organize and manage the projects.

2. According to the requirements of the “Measures for the Management of Special Funds for National Major Scientific Instruments and Equipment Development (Trial)”, the responsibilities of the organization department and the project leader should be clarified, and the project organization, implementation and supervision of various management regulations should be implemented.

3. Give full play to the role of experts in the consultation, on the basis of review and evaluation, select the limited projects to recommend the project to the Ministry of Science and Technology. When the project organization department meets the conditions, it should actively adopt online video assessment methods to promote the fairness, impartiality, and openness of the evaluation work.

Third, on the project material submission and time requirements The project recommended materials to take the form of a combination of online submission and paper material submission, the specific process is as follows:

(1) The project lead agency will be registered on the website of the National Science and Technology Plan Project Application Center at http://program.most.gov.cn/.

(2) After the successful registration, the project lead agency will log in the application system, fill out the project implementation plan and submit it as required.

(3) After the online submission is successful, the project implementation plan generated online will be bound into a book and submitted to the organization department with an official seal.

Confidential items may not be reported on the Internet. They must be filled out offline according to the format of the project's recommendation form, printed and bound in ten copies, including one original and nine copies.

(4) The project organization department shall review the implementation plan for the projects organized by the department (region) and affix the official seal.

(V) The project organization department shall, before August 25, 2011, submit a formal letter of recommendation, list of items (Excel and Excel CD-ROM format) and project implementation plan (in ten copies, one original, nine copies). And submit it to the Ministry of Science and Technology. In addition, the “National Major Scientific Instruments and Equipment Development Special Project Proposal” is for reference by the project organization department in the project organization and does not have to be submitted to the Ministry of Science and Technology.

(6) The project organization department is required to organize the preparation of the project implementation plan and initially organize the preparation of the project budget application form. The specific filing time and filing method will be announced separately.
