After three years of torture, this month's tire industry will usher in the news of the special tire expires. The industry is optimistic that 25% of punitive tariffs will be abolished and tire profits will increase by 5% to 10%.

However, the tire industry will send a special security case , the tire industry will usher in another "big exam" EU labeling law. Recently, the Ministry of Commerce issued a document reminding the EU labelling law to be formally implemented on November 1. Only tires with a uniform label can be sold on the market.

In fact, tire companies have long been in action, and the dual money shares revealed: "We have already been labeling after July 1."

Tire special insurance will expire

On September 26 this year, the United States' tire special protection measures for China will expire. At this point, the special security case, which has been held by Chinese tires against US export companies, has existed for three full years.

On June 29, 2009, the US International Trade Commission cited China’s tires as disrupting the US market, and recommended that the United States impose special tariffs on Chinese passenger cars and light truck tires for three consecutive years on the basis of current import tariffs. On September 11 of the same year, President Barack Obama decided to impose a tariff on China's tire special protection case for a period of three years.

In the case of the sudden application of the United States for tire protection, Fan Rende, the president of the China Rubber Industry Association, once pointed out: "China produces 40% of its tires, and one third of them are exported to the United States."

The special security case will now expire and the balance will be flat again. In this regard, an industry analyst told reporters: "From the data point of view, no other country can shake the United States as China's tire export market, the status of the first half of 2011 and 2012 as of the end of May showed that both Card passenger car tires or car tires, the United States are China's largest exporter of tires. Special security case expires, for the domestic tire industry, is definitely a good one."

Special Protection Case No Delay Signs

In the next half month, the tire special security case will be terminated, and whether the special security case is postponed has become the focus of attention of many investors. The reporter noted that according to U.S. law, the tires' special protection measures will expire after three years of implementation unless the parties concerned take action before the expiration of six months (before March 2012), or they will not be postponed.

According to statistics, neither the U.S. Steel Workers Union nor other relevant parties have requested the U.S. International Trade Commission to extend special safeguard measures before March this year.

Although the special security case has not yet expired, this year the tire industry has quietly warmed up its exports to the United States. From January to May 2012, the number of truck and bus tires exported to the United States was 169,000 tons. In the same period, the number of passenger cars that had previously declined continuously in the United States stopped falling, which was a year-on-year increase of 12.3%.

Analysts said that: “In the event of such a situation, the tire export market in China has been diversified, mainly due to the impact of the special security case. The number of tires exported to Europe, Latin America and other regions is in total tire exports. The proportion is constantly rising."

Unlabeled tires prohibit sales

The US special security case was terminated on schedule, and several tire listed companies were not happy because the EU labeling law will be formally implemented on November 1, which is a “big exam” for the entire tire industry.

The EU Tire Labeling Act is for passenger car tires (C1), light truck tires (C2) and truck truck passenger car tires (C3). Engineering tires are not listed. The regulations require that the above-mentioned tires manufactured on July 1, 2012 must be labeled to indicate the tire's rolling resistance, rolling noise, and wet grip level.

Regulations are divided into three phases. The minimum standards for rolling resistance, rolling noise and wet grip are different at each stage, but the trend is gradually increasing. Tires that do not meet the minimum standards will not be allowed to sell.

This situation is undoubtedly quite severe. Zhuchuang information provided by the data show that from 2009 to 2011, China's exports to the EU's tires accounted for the proportion of total tire exports were 15.15%, 16.31%, 18.43%, respectively, the export amount of 16.17%, 17.24% , 19.56%, are rising year by year.

For the EU tire labeling law, the industry is very clear about its lethality.

Existing companies have begun to label

How to improve performance? Zhuo Information Industry tire industry analyst Su Peng told reporters: "White carbon has a significant effect on reducing tire rolling resistance. Companies that want to improve this performance index must increase the amount of white carbon black."

The reporter noted that several listed companies in Shanghai and Shenzhen have already invested in white carbon projects.

Among them, Ssangyong's main stock is white carbon black, including projects under construction, with a total capacity of 66,000 tons/year; Black Cat's 60,000 tons/year of white carbon projects, and the first phase of 20,000 tons/year was already in September 2011. Production; Longxing Chemical's first-phase 35,000-ton/year white carbon black project was originally scheduled to be put into production by the end of August and has now been postponed. The company’s staff said: “The project is waiting for final acceptance.”

"After the introduction of the labeling method, improvements have been made in the performance of tires, inspections, and certifications. Many companies have already done this and started earlier," Su Peng revealed.

Yesterday, the reporter called the Shuangqin shares, and the company’s secretaries’ office staff replied: “After July 1st, it has been labeling.” Aeolus shares: “The tires sold by the company can meet EU standards.” Zhang Cuixi responded: "The first phase of the standard can be achieved and the second phase is still being evaluated."
