Lin Boqiang believes that the new energy plan must emphasize corresponding supporting policies, including creating a good institutional environment for the development of new technologies and new energy sources, protecting intellectual property rights, encouraging innovation, and guiding the flow of talents and capital to energy-saving technologies and new energy sources.
