10 Lawyers Advising Subway to Prevent Sexual Harassment and Strengthen Weibo Promotion

The Shanghai Subway Second Transport once published relevant comments on the Sina official Weibo that women passengers were improperly dressed and should be self-respecting, which has caused strong social controversy. Yesterday, 10 male lawyers from 8 cities across the country jointly sent a letter to the Shanghai Metro. It is proposed to establish a sexual harassment prevention and control mechanism in Shanghai rail transit operations and attach detailed operational opinions. Among them, five lawyers from Beijing, Tianjin, Shenzhen, Chengdu and Nanjing also asked local subway operators about measures to combat sexual harassment.

On June 21, 2012, Shanghai Subway's second official operating company's Sina Weibo @ Shanghai Metro II shipped a picture of the back of a female passenger wearing a translucent black dress, together with such "advice": "Ride on the subway , Dressed up in this way, not to be harassed, it is strange ... ... girl, please be self-respecting ah." The microblogging triggered hot debate.

At the end of June, Beijing lawyer Huang Yizhi had applied for information disclosure to Shanghai Shentong Metro Group Co., Ltd. In response to the subway, in the prevention of sexual harassment, the subway carries out a civilized vehicle propaganda through a propaganda platform to remind passengers to increase their awareness of self-protection and safety precautions. At the same time, safety monitoring is performed by setting up monitoring equipment in the subway. For passengers who are subjected to sexual harassment, the Shanghai Metro adopts the principle of “first-response responsibility system”. The staff lead the passengers to call the police and provide the police with image data evidence.

Yesterday, 10 male lawyers from 8 cities across the country jointly sent a letter to the Shanghai Metro. The six recommendations include: formulating a work system for preventing and controlling sexual harassment; organizing training for employees to prevent sexual harassment; setting up and publicizing sexual harassment and complaint channels; strengthening prevention and control of sexual harassment propaganda; implementing the “first-response responsibility system” for handling sexual harassment; and strengthening Weibo’s sexual harassment promotion window function.

In addition, Lv Xiaoquan, a lawyer from Beijing, also applied for information disclosure to Beijing Subway Operation Co., Ltd. and Beijing Jinggang Metro Co., Ltd., requesting public disclosure of regulations and related measures for the prevention of passengers’ sexual harassment in Beijing rail transit operations and for Sexual harassment passengers, what kind of remedial measures will be taken by the operator of rail transit.
